Through an EventBridge or Web Socket we would like to know when and Action times out. I revived the available Topics knowledge resource but did not find anything that jumped out. Thoughts?

I don't believe we publish that yet. If we did I feel like it would be one of the new Operational Events: https://developer.genesys.cloud/platform/operational-event-catalog/.
I'd suggest that you access the Genesys Cloud Ideas Portal and open an Idea to add a request for Data Action operational events to be added to the Operational Events catalog.
