I'm trying to use a Data Action in my Architect Flow to "Set Participant Data". However, I'm not seeing the caller's "participantId" available in the Architect's set of built-In variables. What's the simplest way to get a caller's "participantId" within a Flow?

As you have noticed it already, the customer/caller's participantId is not available via the Architect built-in variables.
I assume that you are trying to attach participant data on a type of Architect flow which doesn't have the "Set Participant Data" action (Survey flow?), as "Set Participant Data" already attaches the data under the caller/customer's participant structure.
What you can do is to leverage a Genesys Cloud Data Action to retrieve the customer's participantId.
