Consult transfer in Architect flow

I hope some can help me here.
i have a requirements

When a caller A called in, play a message to caller in the IVR, (please hold)
the Architect make outbound to an external number, if it is answered, play a message to the external number (i have caller waiting to connect, are you ready to connect (press 1 yes, 2 no) ? if the external caller presses 1, merge the Caller A with External number, if the external caller presses 2, route the Caller A to a queue.

is this possible in Architect? there will be no Agent involved.

This is not necessarily my area but spoke with a senior member who mentioned there are a few possibilities for this including an external service that manages this via the API or an agentless campaign that is coordinated between inbound/outbound flows and data actions.
