Disable ability to change To: field in email

Is there a way to lock down the To: field in reply email channel. Our leadership is asking that agents don't add another recipient.

There is no permissions that I'm aware of that would restrict access to editing the "To:" field during a reply. If this is a feature that is needed then I would suggest that you open an idea on the Genesys Cloud Ideas Portal and also bring it up with your Genesys Account Executive.
