Getting Survey URL for No Recording Interaction

Hi,
I would like to send survey form for post call survey for the interaction which doesn't have recording.
As far as I can see We cannot dissociate survey form from recording.
There is an idea related to same: Genesys Cloud Ideas Portal.

But just checking, if there is a way to generate Survey Form using API's ? If yes , how can we do that ?
