How does Recall Attempt work?

I have configured the Recall Attempt for different recall type. However, the contacts are never called back again.
I'm using an "Always Running" Campaign and using the wrap-up codes that match the recall type, but nothing happens after that.

I'm also using the skills-based routing in this campaign
