How Get Participant Data Works in case of multiple participants

I Have call with multiple participants ( 2 users and an ivr ). Now If I call Get Participant Data from the IVR the attribute of which user will be retrieved?

NOTE:
Even though there are 2 users only one user will be in the connected state at a time

Also when I tried Set Participant Data on a call with 2 participants ( a users and an ivr) the attribute was added to the user participant but when I tried it on a call with 3 participants (2 users and an ivr) the attribute was not added to any user.
