Inbound flow transfers take a fair amount of time

I'm noticing a fair amount of latency when transferring from one inbound flow to another. Is this based on GPC's server load at the time?

For example, I have set up a series of empty inbound flows that do nothing except transfer to the next one. In the first incoming flow, a short audio sequence plays. It transfers to flow 2 => flow 3 => flow 4 => Queue, where I'm an agent. I measure the time from the end of the audio sequence to when it either starts ringing on the agent end, or I hear hold music. This time varies from 3 secs (shortest time) to up to 16 seconds. And the 16 sec doesn't seem to be an outlier, as I've had 10 and 14 sec times too. This is pure dead air space. Wondering what the reason is for this?
