Max Notification Channels Increased to 20

Summary: The maximum number of channels per user and app has increased from 10 to 20. This was done to accommodate users with PureCloud clients open in more than 10 tabs.

Impact: Channel functionality remains the same. The oldest channel for the user will still be removed once the channel limit has been exceeded.
