Parking an Email

I'm attempting to use the /api/v2/conversations/emails/{conversationId}/participants/{participantId}/parkingstate API to park an email but I get the below error

That user ID doesn't exist in our org, it makes no sense. Also, the oauth has ALL permissions possible, so authorisation shouldn't be an issue.

Further to that, I also get a double-up in the Operations after the action has been run. Any ideas?
I would contact support but they don't seem to know much and point me to these forums.
