Policy for not recording outbound calls

Hi team,

Is there a way to not record outbound calls which are not made from "On behalf on queue" and directly dialed from the phone icon , we already have a policy in place which is [Delete Recording unless another Policy exists].
Even though this policy exists , the outbound calls which are made directly without on behalf of queue are recorded.
Could you please help.
