Is it possible to have PureCloud write phone numbers back to Azure AD via the 'PureCloud by Genesys' Enterprise applications as far as I can tell its only a one way sync.

There is no mechanism within that Microsoft exposed to us for their SCIM integration for syncing from PureCloud to Azure AD. Any implementation sync data to Azure would need to be a custom application using their proprietary APIs.
Further to Greg's point, when developing the SCIM based user provisioning apps we explored the possibility of two way sync (more specifically in Genesys Cloud being an identity provider), but determined that the vast majority of users on the Bridge based integration were not making use of this feature. If this is something you would like for us to consider, i would recommend submitting an idea in the Ideas Portal.
