SCIM Photo support deprecated

Summary: SCIM User Photo attribute is being deprecated. Currently there are no third party providers supporting photo so we are removing it until there is a known use case for supporting photo updates.

Context: The part of the SCIM RFC for photos requires the integrator to expose the photo with a publicly accessible URI, but does not define a mechanism to securing this URI from general access.The exposure of personal photos without any security is not advisable in light of current requirement to safeguard Personal Identifying Information. This is likely why there are no providers currently syncing the photo via SCIM api.

Impact: This should have no impact to customers as there are no customers using this feature, and no supported SCIM 3rd party integrations that would use the attribute.
