Skill rotation based on API calls

Is there a way to make a skill rotation based on the agent schedule?

For example:

Today, Agent 1 have Skill1, Skill2
Tomorrow, Agent 1 have Skill3, Skill4

You could build automation using the APIs to update the configuration of users on a timed basis. That doesn't exist out of the box.
