No, you cannot attach files to web chats. Participant attributes don't have an explicit limit, but the whole conversation object's data does have a limit of a few megabytes. Participant attributes aren't at all meant for huge amounts of data; if you're running into these limits, you should strongly consider using a database or other external system to store megabytes of data about each conversation.
