Transfer to Number with Q.850;cause=17 because Number is busy

Hey Everybody,

our customer has 3 diffent numbers he wants to make a transfer to, as an caller is in the inbound flow. So if the first number is not reachable or busy during a transfer to number, the failure outcome should be used and the next transfer to number should be used. That worked fine in the past but now the call is being transfered and the caller hears a busy tone.
The SIP Log shows a Reason: Q.850;cause=17 but still the failure outcome branch is not beiing used. Do you know if there is an issue?
I also looked trough the Trunk configuration and saw the config option "Retryable Cause Codes" but when you insert the cause code 17, in my understanding there will just be another line used for making the transfer.
