Voice transcripts billing

Hello, I'm curious about a https://developer.genesys.cloud/analyticsdatamanagement/speechtextanalytics/transcript-url api and related costs.
Whenever enabled transcripts for some queue/org-wide, the cost for the transcribe api will be applied to every conversation once? Or this API will trigger transcript on-demand, and I will need to pay multiple times for 1 conversation?
Can I fetch this API without actual transcripts enabled for the organization/queue?
