About operations to which the token limit of Web Messenger is applied

We are investigating operations where the following limits apply:

[exchange.token.rate.per.minute]
[refresh.token.rate.per.minute]
[revoke.token.rate.per.minute]
We understand that this only applies in web messenger deployments.
Previously, we mistakenly assumed that the limit would only be applied if we enabled authentication for Web Messenger and the user used the following APIs:
[POST /api/v2/webdeployments/token/oauthcodegrantjwtexchange]
[POST /api/v2/webdeployments/token/refresh]
[DELETE /api/v2/webdeployments/token/revoke]
However, we learned that the limit applies to both unauthenticated and authenticated web messaging.

If our customer's Org uses a common web messenger, please let us know when the limit is applied.
Also, if the messenger uses the aforementioned APIs, is it possible to check the usage by looking at the API usage of the WorkSpace?
Our customer's Org is going to see an increase in the number of visitors using Web Messenger. It has become important to know the timing of the count.
