Bulk recording delete with sensitive data rejected

Using powershell and GC tool to bulk delete recordings. Done this fine in the past but this time the recordings may have sensitive information so I set the includeRecordingsWithSensitiveData to true

However, when I create job I am getting back error

code bad.request and status 400 and message: **Recordings with sensitive data can be used **
only for 'EXPORT' action

I cannot see anywhere in the API detail a restriction on deleting recordings with sensitive data?
I do have the permission recording view sensitivedata in my oauth client used for the GC profile.

What am I missing?
