Data table cache: what are the cases to use?

Sometimes after data table update (description or new field added) flows displays the message:
"Item is different from the latest version. Flow is referencing a cached version of the item."

Questions:

  1. What is the cached version?
  2. What are the cases when it's used?
  3. What is the recommended method to switch flows to the actual version?
