Duplicate queues

We use CX as a Code(terraform) for managing genesyscloud resources.
We created a new queues via terraform and found out that there were created multiple identical queues with the same name.
It looks like there is some issue with terraform provider as well as GenesysCloud backend as it should not allow create duplicate queues.

Hi Ihor,

I just got off the phone with George. I will be digging more into this tomorrow. The routing queue API shouldnt allow us to create multiple queue names. I suspect that something is triggering a retry and the routing queue API is not blocking us from creating that queue name.

George is going to look through the logs to get some correlation ids on when the queues were created and then I am going to take a look through the service logs to see if there were any retryable errors.
