Our client want to use jQuery within framework.js.
Can I read an external source from the CDN and use it in framework.js?
Is it okay to assume that there is no policy such as not supporting?

We do not support including any dependencies into the framework.js. Any library you load could potentially interfere with those libraries that are already loaded in the existing page environment.
In addition, any existing libraries that may currently be visible in the embeddable framework environment is subject to change at any moment. For this reason, we strongly advise against using any third-party libraries in the embeddable framework.
