Enable Communicate users

Hello,
we have a flow where calls are forwarded externally to mobile numbers based on some associations in a Data Table.
Our customer asks if it possible to enable about 100 users which would be allowed to alter this Data Table, meaning they should be able to change the number to which the call is forwarded.
Technically I noticed it is possible to create a user which only has access to Data Tables and nothing else but it will require Communicate license.
Currently we only have only 16 named CX1 licenses. Will these Collaborate licenses be charged?
And second question, could these agents be configured to login using SSO like the other CX1 users?
