How can I perform a 'hard' delete on an user object? Is that possible?

I am learning this SDK guide.

It has a statement for "Deleting Users in Genesys Cloud".
A soft delete marks the user status as deleted. The user no longer appears in the UI unless you search specifically for deleted users, identifying them as having "delete" status in the UI. They are not purged from the platform and remain there until explicitly removed.

My question is what is the meaning of "explicitly removed"?
How can I perform a 'hard' delete on an user object? Is that possible?
How can I change the soft deleted user to explicitly removed?

Soft delete is the only option. That's a technical implication that someone would have to go in and delete the record from the DB, which isn't something that happens.

That means I am not able to create a new user with a same email address which already belongs to an even 'deleted' user object? Is that correct? Sometimes, that is a pain to create a new user which has a same email address. The 'deleted' user didn't own the email address any more. May I check what's the best solution for that scenario? Thank you!
