Is there a way to find out who made an API Explorer request and when?

Probably depends on what type of request it was. What's your scenario or use case and which API/method is it you're trying to trace?

Specifically, I'm looking for a way to find out who made the following API request and when in API Explorer.
・1.GET /api/v2/conversations/{conversationId}/recordings
・2.GET/api/v2/conversations/{conversationId}/recordings/{recordingId}
