PAR queues update fails

I am getting an error when trying to update/replace a member group on a queue which is configured with PAR

API Error: 400 - Queue bullseye ring 5 has members and cannot be removed.

To avoid the issue I have to un-assign the group from the ring and then do terraform apply.
Is there other way to avoid such issue? Can terraform provider handle it by itself?
