Press 0 to transfer call at anytime in call flow

I am trying to make it so that anywhere in the call flow the user can press zero and be transferred to another call flow.

I have made use of the setting 'DTMF goes to this menu choice from any menu' for the zero button but this option only seems to work when the user is in a reusuable menu.
Is there is away to make the select zero option to transfer the call option available everywhere in the call flow?
