Request to have publishing CSV format contacts by using API

Is there any API for publishing the CSV to a contact list? I would like to insert multiple contacts into contact list.

This is the API resource for adding multiple contacts to a contact list:
POST /api/v2/externalcontacts/bulk/contacts/add
There is no resource for updating the contacts using a .csv file.
