Show custom message when webchat is disabled outside hours

I wanted to check how this can be done:

User must see Closed message outside of Monday to Friday 9:00 AM to 5:00 PM EST, here is the message:

User must be able to select the option of sending email to an address outside of business hours from the widget.

You have the possibility of checking Schedule's from within the Inbound Chat or Inbound Message flow: see the Evaluate Schedule action. Based on that you could customize your flow logic.
Or are you trying to solve this on the client?
