Transfer to ACD Failure with error type "InvalidQueue"

Our goal is to transfer call interactions from inbound call flow to some newly created queues. However, the Transfer to ACD action failed where we received failure outputs - error type "InvalidQueue" and error message "Invalid queue specified.". On the other hand, we have checked that the queue should be valid because we can retrieve the queue ID and queue name in the architect flow by setting participant data right before the Transfer to ACD action. In addition, we also checked that language skill and skill are valid by the same mean.

Moreover, on the queue point of view, the newly created queue copy the setting from another working queue so it is less likely that there are wrong setting in it. We also created a queue that doesn't copy the setting from other queue but the Transfer to ACD action still failed during testing.

So, anyone have idea on solving the issue?
we found that sometime the call interactions successfully route to one of the newly created queue in the other day, could the issue related to some kind of Genesys cache that doesn't update the architect flow when new queue is created for routing?
