I'm looking to build an integration of my service, Score, with Genesys. We want to pull recordings of conversations into our platform for Genesys users that use our service.
I've been reading through your developer center articles and guides - trying to find where a developer can get a test/sandbox account but nothing is mentioned anywhere.
Can someone help me understand where a developer is expected to start?
Not an employee, but as far as I know your only option here is Genesys Beyond which provides time limited environments to learn in. To get anything more you'd have to coordinate with a Customer Success Manager.

I think it should be AppFoundry Partner.
There should be 2 possible sub-categories (if it hasn't changed): Technology Partner or AppFoundry vendor.
But you are not obliged to be a Genesys Partner to build an integration with Genesys Cloud. I mean you don't need to be a partner to have the permission to develop an integration that leverages Platform API.
AppFoundry vendor is if you plan to create an integration, and sell it through Genesys AppFoundry marketplace to Genesys customers.
Note that Technology Partner or AppFoundry vendor will not give you access to a free Genesys Cloud org. I am not familiar with the details of the program (you should receive something once you have registered) but I think the access to a Genesys Cloud org is not free of charge (not the first year).

Well that defeats the purpose entirely. Assuming I have to use the OAuth Authorization API for Genesys customers who use my platform, I would need to create an OAuth client to issue grants right? Which as per the developer center seems only doable if you have a Genesys Cloud org.
This is all just really vague and complicated. I think Genesys will remain benched until I can get in touch with their customer success team through a client.
