The License org toggles API is now deprecated. The features toggled by this API are now globally enabled, so this API is no longer necessary.

In previous versions, certain license-related features were optional and could be altered with the toggles API. These features are now globally available and the toggle API no longer has any effect on platform behavior.
Change Impact
These APIs make no change on the back end, so flagging deprecation will not have any customer impact.
Note: we will not remove the resource from service until no customers are using it. We will make a separate announcement before we remove the resource.
