Limit on the number of user in user details queries

Summary: We are limiting the number of userIds in the filter for a user details query to 100.
Impact: Queries to the /api/v2/analytics/users/details/query endpoint will be rejected if data for more than 100 users is requested in the same query. If you need results for more users, split up your query into multiple queries.
