Summary: Removes billing:subscription:create and billing:subscription:add permissions from being required for the /api/v2/billing/reports/billableusage endpoint (see https://developer.mypurecloud.com/api/rest/v2/billing/#get-api-v2-billing-reports-billableusage)

Context: Read or View permissions were more appropriate for a read-only endpoint.

Impact: There are no customers impacted by this change.
