We are changing some format.flags values in PromptSegment.

Some of the enum values in FormatFlag were incorrect and need to be updated with the language prefix omitted.
Change Impact
This change should not have any customer impact as the values are not currently being returned from the backend. (Only the StringPlayChars value in the FormatFlag enum is currently in use.)

No APIs should be impacted but the text prompt response that contains the FormatFlag is under /api/v2/textbots/botflows/sessions/\{sessionId}/turns
