Voicemail Policy endpoints will no longer allow access based on role name

Summary: Voicemail Policy endpoints will no longer allow access based on role name.

Currently the Voicemail Policy endpoints (/api/v2/voicemail/policy and /api/v2/voicemail/userpolicies/{userId}) allow access if the requesting user has a role named "admin" or "telephonyAdmin." After this change, access will only be granted to users that have the permission "telephony:plugin:all". For further info, see here:

Impact: Any users or API clients that are requesting these endpoints, that do not have the correct permissions. Resolution requires action by an administrative user with permission to modify and assign roles. To resolve, either add the required permission to a role the affect user currently has, or assign the user a role that contains the permission.
